Cecilie Hellestveit


Cecilie Hellestveit will be sharing her insights during the opening session!

 

Cecilie Hellestveit is a legal scholar specializing in international law and armed conflict. She holds degrees in domestic and international law from institutions in Norway, France, Germany, and Israel, and a doctorate from the University of Oslo. Her research spans conflict studies, with affiliations to PRIO and the Atlantic Council. She has lived, studied, or worked in the Middle East, the US, USSR, France, and Germany, and is fluent in Norwegian, English, Spanish, and French, with working proficiency in Arabic, Russian, and German.

Her work bridges theory and practice, focusing on warfare methods and technologies. She has served as rapporteur and expert for ISSLW, CCW, and OSCE, contributing to investigations on Ukraine and European research on autonomous weapons. She teaches and publishes widely on IHL, including books on Syria, Yemen, Ukraine, and treaty negotiations.
