Cato Holter is the moderator of parallel session 4.2:

Cato Holter is Head of Security and Emergency Response at Ruter AS.  With more than 25 years of experience in intelligence, security, and emergency management across law enforcement, aviation, and public transportation, Cato offers a comprehensive perspective on the evolving threats facing public transportation in Europe today.

From 1997 to 2012, Cato Holter held senior positions within the Norwegian Police Service, including Police Chief Inspector and Police Superintendent at the National Criminal Investigation Service (Kripos). For six years, he was responsible for intelligence operations targeting internationally organized criminal groups involved in major robberies, acting as subject matter lead within this field. This work provided him with profound insight into the driving forces behind serious crime and the ways in which proceeds from criminal activities are used to finance acts of terrorism.

Between 2012 and 2021, Cato Holter served as Manager and Deputy Director of Security and Emergency Response at Norwegian Air Shuttle. In this role, he managed the implementation of complex international aviation security regulations, with particular focus on compliance and cooperation with the United States. Since 2021, he has led the security and emergency response function at Ruter, with a commitment to preventing serious crime by understanding both individual and societal factors.
