«Micromobility meets public transport: Oslo’s mobility-focused regulation»

As of April 2025, the number of shared e-scooters in Oslo doubled, with the entire expansion taking place in the outer districts of the city. The change, developed in collaboration between Ruter and Oslo’s Agency for Urban Environment, aimed to strengthen the integration between micromobility and public transportation to reduce car usage. This showcase that it’s possible to loosen some of the regulatory grip to meet a proven and increasing demand for sustainable and shared mobility solutions.

 

Øyvind Krag Kjos is Ruter’s Shared Mobility Product Specialist within the Business Development division, where he focuses on seamlessly integrating shared mobility solutions with traditional public transport to deliver a seamless travel experience. Previously, he served as the Operations Manager for Voi Technology in Norway, giving him hands-on expertise in micromobility and urban transport innovation.
