Norway’s national transport goals emphasize safety, sustainability, efficiency, and accessibility. In response to the rapid growth of micromobility and adjacent transport services, the Norwegian Public Roads Administration has undertaken a comprehensive revision of its action plan for regulation in this area.
This presentation outlines the strategic process behind the revision, including stakeholder engagement, policy alignment, and regulatory analysis. It highlights key proposed measures aimed at ensuring that micromobility contributes positively to the broader transport system, while addressing challenges related to safety, infrastructure, and governance. The session offers insights into how Norway is adapting its regulatory framework to support innovation and meet long-term mobility objectives.
Arve Kirkevold is a team leader, mobility, at the Directorate of public roads within the Norwegian Public Roads Administration (Statens vegvesen), where he plays a key role in developing future and sustainable transport solutions and regulations. He has worked at the agency for 30 years, gaining broad experience across most areas of road and traffic engineering. Arve has been active in both national and international professional forums, including serving as a member of the World Road Association (PIARC) technical committees. He holds a Master of Science in Civil Engineering from the University of Wyoming, and has also studied strategic business development and innovation at BI Norwegian Business School.
